The Professional Beauty Federation of California (PBFC) offers its thanks to our own PBFC Board member, now the new Board of Cosmetology President, Jerry Tyler, for his leadership and communication skills that have earned this Board of Cosmetology its 'stay of execution' until December, 2007.
We have no doubt that this new and reenergized Board will continue to fulfill its mission as mandated by the legislature, and as promised to our industry.

Dear Board Members:
As you know, SB 1474 (Figueroa) originally called for the immediate reconstitution of your Board. The Joint Committee on Boards, Commissions and Consumer Protection recommended the Board’s reconstitution due to its inaction in addressing legislative mandates and pressing industry concerns.
In the last couple of months since there was a change in leadership, this Board has changed direction and attitude, correctly prioritizing issues of bona fide concern to the public, their elected representatives, and beauty and barbering professionals. New working committees and task forces have been convened, internal audits and staff review have been conducted, and short-and-long term strategic planning has been accomplished.
Five of the nine current members of this Board will be termed-out of office this coming January, which is essentially a de facto reconstitution. To avoid an administrative delay in seating a whole new Board, and to allow the Board under its new leadership to continue unabated in their new course, the reconstitution provision of SB 1474 has been removed and instead the Board will be given a one-year sunset extension. Thus, the Board will soon be undergoing another extensive, legislative sunset review to determine whether concrete action has been accomplished. Let me be clear: the decision to not push forward with an immediate reconstitution does not alleviate this Board from their legally mandated responsibilities.
